As Chairman, Chapin serves on P.B. Bell's investment committee and focuses on mentoring the leadership team.
After serving as a commercial lending officer and vice president for National City Bank, Chapin joined P.B. Bell in 1993 and worked alongside his father, Founder Philip Bell, for 25 years. In 2019, Phil retired and Chapin purchased ownership and served as CEO. In 2025, Chapin transitioned from CEO to the role of Chairman and remains owner of P.B. Bell.
Over the years, Chapin has developed more than 6,300 units and acquired over 4,100 units. He has served as Chairman of the Board for the Arizona Multihousing Association and UMOM New Day Centers as well as on the Board of Directors for the Real Estate Investment Advisory Council and Valley Partnership. He is currently a member of the National Multifamily Housing Council and the Arizona Multihousing Association. Chapin received his Bachelor of Science in Business Administration from University of Arizona and holds an Arizona real estate license.

Justin started working with Phil and Chapin Bell in 2007, initially serving as outside counsel. As P.B. Bell grew, there became a need for in-house general counsel, and Justin officially joined the company in 2015. In 2018, his role expanded to chief operating officer and general counsel. In 2025, Chapin named Justin P.B. Bell's CEO.
Prior to joining P.B. Bell, Justin was a partner with Squire Patton Boggs, heading the financial services group in the firm’s Phoenix office. In addition to Squire Patton Boggs, Justin also served as Vice President, Regional Counsel for Meritage Homes. Justin received his Bachelor of Science degree in Healthcare Administration from The University of Toledo and his Juris Doctorate from The University of Toledo College of Law, where he was valedictorian of his graduating class. In his free time, Justin enjoys spending time with his family and is an avid Ohio State football fan.

Michelle Jenson oversees all functions of the P.B. Bell Property Management Division as well as all new business development activities. Michelle joined P.B. Bell in 2023 with more than 20 years of multifamily housing management experience in the Phoenix metropolitan area.
Michelle has extensive experience in lease-up and new development, rebranding assets, conventional assets, and repositioning assets for sale. She has been recognized for her teams’ outstanding performance, exceeding goals, cost savings and growing revenue. Michelle exemplifies strong leadership, dedication, and performance in all facets of the multihousing industry.
Prior to joining P.B. Bell, Michelle held leadership and business development roles at SRG Residential, Greystar and RPM Living. In 2018, Michelle was named Arizona Multihousing Association’s Property Supervisor of the Year. She earned her CAM Designation in 2009, holds her Arizona Real Estate License and currently sits on the Arizona Board of Directors for the AMA.

Nicole Steltenpohl is responsible for directing the full scope of human resources initiatives, including policies and procedures, benefits and payroll, talent recruitment and retention, development and training, employee relations, company culture and growth.
With over 25 years of HR experience, Nicole joined P.B. Bell in 2019. Prior to P.B. Bell, Nicole directed human resources efforts, including strategic planning, performance management, Federal and State law compliance, employee relations and payroll, within the civil construction and restaurant industries. Nicole believes HR is a balance between constantly supporting both the company and the employee.
Nicole is certified as a Senior Professional in Human Resources (SPHR). In her free time, Nicole enjoys spending time with her husband and children, traveling, exploring the culinary offerings throughout Scottsdale and Phoenix and volunteering her time for Hope Kids.

Angela is responsible for managing all P.B. Bell development projects from entitlements through issuance of building permits. This includes due diligence, underwriting, design, budgets, city submittals and utility coordination. Angela rejoins P.B. Bell with nearly 30 years’ experience in development and construction. Most recently, Angela served as Project Manager for M.T. Builders.
Prior to M.T. Builders, Angela directed operations for Deco Communities, managed development services for P.B. Bell, served as Vice President, Asset Management at Acacia Capital, and managed new development planning for Centex Homes, Weststone Communities and Meritage Homes. Angela received her Bachelor of Science in Business Administration from the University of Phoenix and is a member of IAW, The International Association of Women.
Prior to M.T. Builders, Angela directed operations for Deco Communities, managed development services for P.B. As VP of Land Acquisition and Entitlements for P.B. Bell, Jim sources land across Arizona for new development projects and takes them through the entitlement process.
Jim’s career has focused on urban infill land brokerage and development. He has successfully sourced sites for developers throughout both Florida and Arizona. Over the years, he has sourced, brokered or developed land for more than 7,000 multifamily units with a land value of over $170 million. Prior to joining the PB Bell team, Jim established Urban Advisors, a boutique land brokerage and development company. He also headed up site acquisitions and was a development manager for Lennar Multifamily Communities. He managed and implemented all facets of the pre-development process including due diligence, planning, design, development programming and entitlements.
Jim earned his master’s degree in real estate development (MRED) from Arizona State University’s W.P. Carey School of Business. He earned his undergraduate degree in Corporate Finance from the University of North Florida. He currently holds Real Estate Broker’s licenses in both Arizona and Florida.
Jim loves spending time with his wife, children and grandchildren. His morning routine typically includes a walk in the park with his dogs Sheeba and Max.

Jen leads P.B. Bell's operations department, overseeing regional and on-site management teams as well as operational efficiencies. Jen, alongside the Chief Property Officer, takes a hands-on approach to bolster P.B. Bell’s third-party property management arm and works hand in hand with ownership.
Jen started her career in multifamily real estate in 2002 at HSC Real Estate (acquired by Greystar) and held various on-site roles including leasing, assistant manager and manager specializing in lease ups. Jennifer is responsible for P.B. Bell’s accounting operations, including overseeing the day-to-day accounting functions for corporate, development and third-party owned assets, managing internal and external property audits, and tax coordination of company owned assets. In addition, Jennifer is responsible for maintaining an adequate system of accounting records and a comprehensive set of controls and budgets designed to mitigate risk and enhance the accuracy of the firm’s reported financial results.
Jennifer joined P.B. Bell in 2019 as an Accounting Manager and was promoted to Assistant Controller in 2021 and to Controller in 2023. Prior to P.B. Bell, Jennifer served as a Senior Accountant for real estate companies Van Tuyl Companies and The True Life Companies and was an accountant with Arizona State University and The Phoenix Suns.
Jennifer attended University of Pikeville in Kentucky on a basketball scholarship and graduated with a Bachelor of Business Administration in Accounting, Business Management and Sport Management. Jennifer is a licensed Certified Public Accountant (CPA) and in her free time she enjoys traveling with her fiancé Austin. They most recently visited Peru and are planning their next trip to Uganda and South Africa.

Jodi oversees a diverse portfolio throughout Metro Phoenix and is responsible for managing operations, financials, marketing and staff at all her communities.
Jodi began her career in multifamily with P.B. Bell in 2004 as a leasing agent. A year after she joined, the community sold and Jodi remained at the property as Community Manager for RK Properties. In 2010, Jodi returned to P.B. as a Community Manager and in 2022 Jodi was promoted to Portfolio Director.

Throughout her career working across five different states, she has held roles such as regional property supervisor, assets director, direct hire recruiter, lease-up community manager and regional property manager. Additionally, she helped establish two management companies and was President at Celtic Property Management and a Partner with Stratus Arizona LLC.
Angela holds her Arizona Real Estate License and is a member of the Arizona Multihousing Association.

Mayra also spent time working as a regional manager for RPM Living.

Laura is responsible for managing, developing and implementing technology processes and systems, including analysis of business requirements, and determines the best use of technical resources for the company. Laura also oversees the IT department tasked with purchasing, maintaining and supporting network and computer resources at the corporate office and at all residential properties managed by P.B. Bell.
Laura joined P.B. Bell in 2003 as an onsite leasing consultant and housekeeper and was quickly promoted to Assistant Manager. Pursuing her passion, Laura joined the P.B. Bell IT support team in 2008. Laura holds an Associates Degree in Computer Information Networking and Personal Computer Systems.

Casey Hale is the Maintenance Director for P.B Bell and is responsible for the training and mentoring of the maintenance staff. Casey oversees the purchasing programs for the maintenance departments as well as all capital improvement projects. Casey also assists with due diligence and the construction of new developments.
Casey started his career in property management in 2004 as a Maintenance Technician for P.B. Bell. In his career with P.B. Bell, he has also worked as a Roving Maintenance Technician, Maintenance Supervisor, Assistant Construction Manager, and Maintenance Coordinator.

Kristina Rauscher, Marketing Director, is responsible for overseeing corporate marketing initiatives and communications as well as strategic marketing planning for the P.B. Bell portfolio. Her skills and duties include branding, creative direction, digital marketing, advertising, public relations, outreach marketing and events.
Kristina joined P.B. Bell in 2017. Prior to P.B. Bell, Kristina served as Senior Marketing Director at Vestar, a commercial retail development and management company, where she developed and executed communications and marketing plans for large retail centers, including Desert Ridge Marketplace.
Kristina graduated Magna Cum Laude with a Bachelor of Science degree, with an emphasis in Marketing, from Maryville University of St. Louis.

As P.B. Bell’s Director of Learning and Development, Matt focuses on the development and management of P.B. Bell’s corporate and on-site teams. He also leads in-house training and career development courses through the company’s internal program, P.B. Bell University. This program includes more than 900 courses offered online as well as in classroom and onsite training.
Matt joined P.B. Bell in 2025 with in-depth knowledge of the inner workings of multifamily real estate teams. He began his multifamily career as a leasing consultant after moving to Arizona in 2008. For more than 10 years, Matt held various operations and on-site positions at Mark-Taylor, including Senior Sales and Training Specialist. In 2014, Matt transitioned into a marketing role and worked on developing company branding and curating communications. Arian is responsible for P.B. Bell’s public relations and communications as well as business development inquiries. This includes P.B. Bell’s bi-monthly market report sent to clients and industry professionals, P.B. Bell’s quarterly internal news bulletin, press releases, industry award submissions, monthly blog posts, and business development inquiries and proposals for third-party property management.
Arian joined P.B. Bell in 2016 as Marketing Director and transitioned to Director of Business Development in 2017 and Director of Communications and Business Development in 2022. Prior to P.B. Bell, Arian managed marketing, communications, and strategic relationships for Vestar and Macerich, commercial retail development and management companies. Arian also served on marketing and communication teams at Phoenix Art Museum and Kahala Brands.
